He earned a Bachelor of Science in Fire & Safety Engineering Technology and Fire, Arson and Explosion Investigation in 2001 and a Master of Science in Loss Prevention and Safety in 2002, both from Eastern Kentucky University. In 2014, he earned a Doctor of Education in Educational Leadership from Eastern Kentucky University.

Currently, Dr. Hicks is an Instructor at the Fire Forensic Analysis Institute, a Senior Fire and Explosion Analyst at Fire Dynamic Analysts, LLC, and a Professor and Chair of the Department of Fire Protection and Paramedicine Sciences at Eastern Kentucky University. His prior experience includes serving as Search and Rescue Coordinator at the Madison County Emergency Management Agency and Fire Chief at the White Hall Volunteer Fire Department. His background includes fire and safety engineering technology, fire, arson and explosion investigation, loss prevention and safety, fire protection, emergency management, and fire and explosion analysis.
