Expert Details

William G. Brooks III is a retired Chief of Police with more than four decades of law enforcement experience, including leadership roles in the Norwood and Wellesley Police Departments. He served as Chief of Police in Norwood from 2012 until his retirement in 2024, following prior service as Deputy Chief in Wellesley and earlier roles as detective sergeant, sergeant, and patrolman. His career began with the Westwood Police Department in 1977. He holds a master’s degree and bachelor’s degree in criminal justice and is a graduate of the FBI National Academy.

His work has centered extensively on eyewitness identification practices. He has held appointments with the Supreme Judicial Court of Massachusetts, the International Association of Chiefs of Police, and the federal Third Circuit Task Force on Eyewitness Identification. He co-chaired committees, contributed to best-practice development, and participated in national discussions on wrongful convictions and investigative reliability.

Brooks has authored and co-developed model policies on eyewitness identification and created statewide training materials for Massachusetts police officers. He has been qualified as an expert in eyewitness identification police procedures and has provided reports and testimony in cases involving post-conviction review, compensation claims, and appellate matters. He continues to lecture nationally on eyewitness identification for law enforcement, legal organizations, and academic institutions.
