Dr. Thomas Stratmann, Ph.D., is a distinguished economist and legal scholar with an extensive background in microeconomic policy research. He earned his Ph.D. in 1990 and M.A. in 1988 from the University of Maryland, College Park, and completed his Vordiplom (B.A.) in 1985 at the Free University of Berlin.

Currently, Dr. Stratmann holds the position of Distinguished University Professor of Economics and Law at George Mason University, a role he has occupied since 2010. He is also a faculty member of the Center for Micro-Economic Policy Research and a Research Fellow at the Interdisciplinary Center for Economic Science, both at George Mason University. Additionally, he serves as a Research Professor at the Ifo Institut in Munich, Germany. Dr. Stratmann's academic career includes a Visiting Scholar at the International Monetary Fund (IMF) and served as a Mercator Research Professor with the German Science Foundation (DFG) at the University of Munich. His visiting professorships include the University of Chicago's Center for the Study of the Economy and the State, the University of Vienna, and the University of Konstanz, among others. He has been a CESifo Research Fellow since 2002 and has held various visiting professor roles across Europe, including at the University of Munich, University of Vienna, and the Wissenschaftszentrum Berlin. Dr. Stratmann’s previous positions include serving as a Professor and Associate Professor at George Mason University and Montana State University.
