Stephen D. Villavaso, J.D., FAICP, is an urban and regional planning professional with more than four decades of experience in land use planning, zoning, and related legal and policy issues. Practice has focused on the application of planning principles to local, regional, and statewide projects, including master planning, zoning ordinance development, smart growth strategies, disaster recovery planning, and transportation-land use coordination.

Since 1992, leadership has been provided as CEO of Villavaso & Associates, LLC, a Louisiana professional planning firm engaged in zoning and planning projects for municipalities and parishes across the state. Work has included preparation and implementation of comprehensive plans, land use plans, zoning ordinances, and development codes for cities, towns, and parishes throughout Louisiana. Numerous projects have involved plan adoption, ordinance updates, annexation analysis, and expert witness assistance in land use and zoning matters.

Academic experience includes long-standing service as an Adjunct Professor of Land Use and Zoning Law at the University of New Orleans, as well as adjunct appointments at Loyola University School of Law and Tulane University School of Architecture. Prior public-sector roles include service as Assistant City Attorney for Planning and Development for the City of New Orleans and Director of the Mayor’s Office of Analysis and Planning. Experience also includes statewide transit planning, post-disaster recovery planning, and participation in major public engagement and regulatory reform efforts.
