Scott Allen DeFoe

Scott A. DeFoe is a law enforcement, police practices, and security expert with experience in police procedures, use of force, tactical operations, SWAT, K9 operations, narcotics investigations, jail operations, internal investigations, and security management. Since 2013, he has served as a consultant and expert witness with On-Scene Consulting Group, LLC, providing case analysis, investigations, detailed reporting, and expert testimony in depositions and courts throughout the United States.

Mr. DeFoe's law enforcement career includes more than two decades with the Los Angeles Police Department, where he served in assignments including Police Officer, Detective, Sergeant, SWAT Supervisor, K9 Platoon Supervisor, Vice Unit Supervisor, and Reserve Police Officer. His responsibilities included supervising tactical operations, conducting use-of-force investigations, overseeing crisis negotiations, managing gang and narcotics investigations, preparing and executing search warrants, reviewing internal investigations, and testifying in court and administrative proceedings. He also served as a Deputy Sheriff with the Riverside County Sheriff's Department and as a Special Agent with the United States Customs Service assigned to the Organized Crime Drug Enforcement Task Force.

In the private sector, Mr. DeFoe has held executive security leadership positions overseeing risk assessments, security operations, workplace safety, internal investigations, business continuity planning, and regulatory compliance. His background includes extensive experience evaluating police conduct, security procedures, tactical decision-making, evidence handling, and law enforcement policies relevant to civil and criminal litigation.
