His practice includes advising city, state, and local governments, as well as private developers involved in environmental permitting and takings matters. He holds a Bachelor of Arts in History and Political Science from Bethany College and a Juris Doctor and Master of Regional Planning from the University of North Carolina at Chapel Hill.

His professional background includes serving as a partner with Freilich, Leitner & Carlisle and, since 2005, as a partner with White & Smith, LLC Planning & Law Group. He is a member of the Missouri and North Carolina Bars, the American Institute of Certified Planners, and the American Planning Association. His academic roles have included research editor, research assistant, and adjunct professor.

He has authored and contributed to numerous publications on zoning, development codes, sustainability, and related legal issues, and he frequently speaks at national planning and law conferences. He also served on the leadership team for the City of Lee’s Summit Livable Streets Committee, contributing to the adoption of the region’s first Complete Streets resolution.
