He holds a Master of Public Administration from the University of Miami and a Master of Science from St. Thomas University. Additionally, he completed all M.A. graduate coursework in Criminal Justice at John Jay College of Criminal Justice and is a graduate of the F.B.I. National Academy.
Throughout his career with the Miami-Dade Police Department, Fischer served in various capacities, culminating in his role as Division Chief. He also led the Uniform Services Division and held command level positions in the Robbery Bureau, Northwest District, Professional Compliance, Economic Crimes, and Narcotics Bureaus. Fischer’s extensive experience also includes roles as a uniform officer, detective, and investigative supervisor in the Robbery and Homicide Bureaus. Additionally, he has been an instructor since 1986, leading specialized courses for police personnel and serving as the lead instructor for the International Association of Chiefs of Police (IACP) on Internal Affairs: Legal and Operational Issues. He has also provided training for homicide investigators and police managers through HomicideTraining.com. The United States Department of Justice has retained him as a consultant, instructor, and peer reviewer.
