Williams has been a designated court examiner in multiple states since 1991 and has served as a court-appointed monitor in federal litigation. His background includes program development in inpatient, outpatient, residential, and crisis settings for deaf and hard-of-hearing individuals. He holds multiple state licenses in social work and interpreting and has extensive experience in training, assessment, and policy consultation for mental health and deaf service programs.
