Rochelle Keyhan is an attorney with more than fifteen years of experience addressing gender-based violence, human trafficking, and related public policy. She is licensed in Pennsylvania and earned her J.D. from Temple University Beasley School of Law.

As Chief Executive Officer of Collective Liberty since 2018, Ms. Keyhan has led national and international initiatives to disrupt sex and labor trafficking networks. She has trained more than 12,000 investigators across 450 jurisdictions in North America, contributing to over 1,000 trafficking-related arrests. Her work includes advising U.S. Customs and Border Protection, the Treasury Department, and the United Nations Alliance 8.7 initiative. She has also supported corporations in identifying forced labor risks within supply chains.

Previously, she directed Disruption Strategies at Polaris (2016–2018), where she authored national research on illicit massage business trafficking and advised on legislative reforms. From 2010 to 2016, she served as an Assistant District Attorney in Philadelphia, prosecuting more than 20,000 cases of domestic violence, sexual assault, and trafficking. She secured convictions in Pennsylvania’s first two human trafficking trials and advised on statutory amendments to state trafficking laws.

Her international work includes consulting in Europe, Mexico, Israel, and Canada on intelligence analysis, legislative policy, and law enforcement training.
