He has acted as Medical Review Officer for a range of organizations since 1995 and has provided expert reviews for disability claims, fitness-for-duty evaluations, and workplace drug testing compliance.

Dr. Swotinsky is the author of The Medical Review Officer Manual and served as editor of MRO Update, a newsletter on drug testing, for over two decades. He has consulted for the U.S. Postal Service, the CDC, and the Federal Motor Carrier Safety Administration. He currently holds an academic appointment at the University of Massachusetts Medical School and serves on the consulting staff at Milford Regional Medical Center. His practice includes IMEs, toxicology assessments, and DOT-related medical examinations.
