Robert L. Ayers, Jr. is a corrections consultant and expert witness with extensive experience in correctional administration, institutional operations, and use-of-force practices within prison systems. Since 2000, he has worked as a corrections consultant in matters involving county jails and correctional institutions in multiple states, including California, Washington, Missouri, and Tennessee. His consulting work has involved cases related to in-custody inmate deaths, conditions of confinement, custody and health care interactions, gang management policies, uses of force, and compliance with correctional policies, procedures, and training standards. 

Prior to his consulting work, Ayers held several senior leadership roles within the California Department of Corrections and Rehabilitation. He served as Warden at California State Prison, San Quentin, where he managed operations for a multi-mission facility housing more than 4,000 inmates and approximately 1,700 staff members. He also served as Interim Warden at California State Prison, Los Angeles County, and previously as Warden at Pelican Bay State Prison and California State Prison, Sacramento. Earlier in his career, he held positions including Chief Deputy Warden, Correctional Administrator, Correctional Lieutenant, Sergeant, and Correctional Officer. 

Ayers has also worked as a retired annuitant conducting management and fiscal practice reviews and participating in correctional accreditation and mental health quality assessment initiatives. His background includes training and instruction in correctional operations, tactical response, hostage negotiations, and institutional management.
