Dr. Richard Oliver Cummins, M.D., M.P.H., M.Sc. is an emergency medicine and health services research expert witness. He earned his A.B. from the University of North Carolina in 1968 and his M.D. from the Case Western Reserve University School of Medicine in 1972. Following medical school, he completed an internship at the University of Virginia in 1973, served in general practice with the National Health Service Corps in 1975, and completed his residency at University of Virginia Hospital in 1977.

Dr. Cummins furthered his academic training with a Master of Public Health in Health Services Research from the University of Washington in 1979 and a Master of Science in Epidemiology from the London School of Hygiene and Tropical Medicine in 1981.

Dr. Cummins is currently Emeritus Professor of Emergency Medicine at the University of Washington. Prior to this role, he served as Professor of Medicine in the Department of Medicine at the University of Washington and previously held the position of Associate Professor in the Department of Medicine. His education and academic appointments reflect experience in emergency medicine, epidemiology, and health services research.
