His work includes oversight of loan pooling, damage calculation, and adherence to federal and state lending regulations.

Lowell previously served as Executive Director of the Greenfield Institute, developing national training programs on Fair Housing, Fair Lending, and disaster preparedness. He also directed compliance and new programs for Parkview Services, where he managed foreclosure mediations, loss mitigation programs, and disaster recovery initiatives.

A licensed real estate broker and mortgage professional, Lowell has completed or overseen more than 12,000 loan modifications. He holds certifications from the University of Washington in program management and from HUD as a national housing counselor, along with professional licenses in real estate and mortgage origination.
