Paul A. Cappitelli is a public safety consultant and expert witness with more than 47 years of law enforcement experience. He served 29 years with the San Bernardino County Sheriff’s Department, retiring as Captain. His assignments included commanding the Adelanto Detention Center, West Valley Detention Center, the Sheriff’s Regional Training Center, and serving as Chief of Police for the City of Chino Hills. His career encompassed roles in administration, patrol, custody, homicide investigation, public affairs, gang enforcement, and academy leadership.

From 2007 to 2012, he was Executive Director of the California Commission on Peace Officer Standards and Training (POST), overseeing training development and implementation for approximately 75,000 peace officers and 10,000 professional staff statewide.

Since 2013, Mr. Cappitelli has provided consulting and expert witness services through Paul Capp Consulting, Inc., including case assessment, testimony in police and corrections matters, investigation support, litigation support, policy development, and strategic guidance. His clients have included municipal agencies and private entities, with prior exclusive engagement for Best Best & Krieger LLP.

Mr. Cappitelli holds an MPA in Public Administration/Public Policy, a BS in Business and Management, and an AA in Administration of Justice. He is an active member of multiple professional law enforcement and public safety associations.
