Michael Thaler is a retired Chief of Police with over four decades of law enforcement experience, including 32 years with the Houston Police Department (HPD) and 8 years as Chief of Police for the Pasadena Police Department. He began his career in 1976 and rose through HPD ranks to become Executive Assistant Chief in 1998. In that capacity, he managed operations across patrol, investigations, internal affairs, training, recruiting, emergency communications, and technology, at times overseeing 3,000 personnel and a $300 million budget.

Thaler led several major initiatives, including the creation of a regional counter-terrorism intelligence center, a mediation unit for internal grievances, and a peer support program for trauma-affected officers. He developed strategic planning and crime reduction units, and introduced the “Investigative First Responder” model to enhance patrol-led investigations.

His responsibilities extended to department-wide systems and infrastructure changes, such as the Y2K remediation of HPD’s computer systems, radio equipment upgrades, and implementation of new payroll and CAD systems. He also served as HPD’s lead negotiator during union contract discussions.

Thaler holds a Master’s in Psychology from Sam Houston State University and a Bachelor’s in Criminal Justice from the University of Houston. He is a lifetime member of the International Association of Chiefs of Police.
