Dr. Bailey has served as principal investigator or co-investigator on federally funded projects sponsored by the National Science Foundation, the Department of Homeland Security, and the Department of Energy, among others. His research contributions include large-scale network threat measurement, cybersecurity infrastructure design, and ethical frameworks for security research. He holds a Ph.D. in Computer Science from the University of Michigan.
