Dr. Matthew B. Phelps, Ph.D., P.E., also known as Matt Phelps, is a forensic engineering expert witness from Texas. He completed his B.S. in 1980 from West Texas A&M University. He further completed his M.S. in Biology in 1988 from Eastern New Mexico University and his M.S. in Engineering in 1993 from Texas Tech University. He then completed his Ph.D. in 2018 from Texas Tech University, Edward E. Whitacre, Jr. College of Engineering. He has a professional engineering license from the state of Louisiana.
