Lowell E. Howard is a mechanical engineer and environmental consultant with more than 40 years of experience in environmental compliance, contamination mitigation, and biogas treatment systems. He currently serves as President and CEO of West Coast Energy Systems, Inc., where he provides consulting, design, and implementation services for biogas industry projects. Previously, he served as President and CEO of Environmental Systems and Composites, Inc. from 1996 to 2014 and as President and CEO of HIPCO from 1976 to 1996.
