Kevin is a retired Lieutenant from the City of Coral Gables (FL) Police Department (CGPD), with over 25 years of service. As a mental health professional, Kevin has worked for over 20 years in community, state residential, and university settings. Kevinis retired from the position of Licensed Clinical Social Worker (LCSW) with the Department of Veterans Affairs in Atlanta.
Kevin is recognized as a Subject Matter Expert (SME) on law enforcement and mental health by the Collaborative Reform Initiative-Technical Assistance Center (CRI-TAC). CRI-TAC is a partnership between the Department of Justice’s Office of Community Oriented Policing Services (COPS) and other leading law enforcement agencies.Kevin is also certified by the Georgia Peace Officer Standards and Training Council (P.O.S.T.) as a Guest Lecturer on the topics of Law Enforcement Mental Health and Self-Care as well as Law Enforcement Response to People with a Mental Illness.
Kevin is available to serve as an expert witness and consultant to law firms, for plaintiffs or defendants, on a variety of legal, mental health, and public safety issues. He has extensive experience of public safety ‘best practices’ related to background investigations, hiring, training, supervision, promotion, retention, crisis and critical incident management, police misconduct and internal investigations. Additionally, Kevin has training and experience in trauma, sexual harassment, use of force, civil rights violations, Equal Employment Opportunity Commission complaints, veterans issues, and policy development and review.
With the Coral Gables Police Department, Kevin held the position of Commander of the CGPD Crisis Management Team - Crisis Negotiation Team and Special Weapons and Tactics Team (SWAT). Additionally, he was the CGPD Field Training Program Lieutenant. Kevin also served as Acting Commander of the CGPD Internal Affairs Unit.
Kevin received the CGPD Life Saving Award for his interaction with a person with a mental illness. He also participated as a clinical member of a regional Critical Incident Stress Management (CISM) team for emergency responders serving Miami-Dade County.
In November of 2018, Kevin founded ‘Law Enforcement Response to Mental Health, LLC’. He provided training, consultation, contractual agreements, presentations, and clinical services related to law enforcement and mental health. Kevin worked with law enforcement agencies in the development of policy and the implementation of Mental Health and Wellness Programs modified to meet agency specific needs.
Kevin’s article, ‘Unspoken Questions’ Law Enforcement Suicide Prevention and Mental Health Transparency, was featured in the 2021 Winter Edition of the ‘Campus Law Enforcement Journal’ of the International Association of Campus Law Enforcement Administrators (IACLEA). Kevin has formally presented to professional organizations on the topic and action plan outlined in the article.
