She has been invited to present her research to policy institutions such as the Federal Reserve System, the Appraisal Institute, and the National Emergency Management Association. Her recent work has examined disparities in disaster aid and the role of structural racism in housing valuation.

Dr. Howell also consults on equity-focused initiatives related to disaster recovery and urban development and has contributed to municipal reports and policy briefs at both the city and federal levels.
