Dr. Penbera is Chairman of Penbera Paris, LLC, where he leads forensic economic and litigation consulting services and advises clients on economic modeling and valuation issues. He also serves as Chairman of the California Energy Investment Center and the Hawaii Economic Investment Center. Previously, he was a Full Professor, Dean, and later Professor Emeritus at California State University, Fresno, where he taught strategic management and business valuation at the undergraduate, MBA, and Executive MBA levels.
He earned a B.A. from Rutgers University, an M.P.A. from the City University of New York, and a Ph.D. from The American University. His additional education includes executive programs at Harvard Business School and specialized training in finance, economic analysis, computer programming, and demographic forecasting. Dr. Penbera has also served in leadership roles within banking, corporate governance, government consulting, and international economic development, with experience in valuation, financial analysis, and economic policy.
