John W. Dovgan

Dr. John W. Dovgan, DDS, is a general dentist with experience in forensic dentistry, dental standard of care, dental board investigations, risk management, sedation dentistry, and implant dentistry. He has been licensed to practice dentistry in Arizona since 1989 and also holds a Florida Expert Witness Permit. His professional experience includes clinical practice, consulting, education, and service as a dental consultant and evaluator for state regulatory agencies.

Dr. Dovgan has served as a Board Approved Consultant for the Arizona State Board of Dental Examiners since 1995, where he has adjudicated more than 1,300 cases involving allegations of professional misconduct and standards of care. He also serves as a Board Approved Anesthesia Evaluator and was appointed Chief Investigating Officer for the Board in 2020. His work includes reviewing dental records, evaluating clinical decision-making, assessing compliance with professional standards, and preparing consultant reports.

In addition to his regulatory work, Dr. Dovgan has authored multiple publications and educational materials addressing dental standard of care, forensic dentistry, risk management, ethics, and dental board procedures. He is the author of The Ultimate Guide to Dentistry's Standard of Care, which is used by the Arizona State Board of Dental Examiners to train dental consultants, board members, and hygienists, as well as The Dental Consultant Manual and The Investigation Review Committee Guide. He has also presented nationally on dental malpractice, regulatory matters, sedation safety, and professional standards.

Dr. Dovgan earned his Doctor of Dental Surgery degree from Creighton University School of Dentistry and has served as an expert witness in state and federal litigation involving correctional dentistry, standards of care, and professional practice issues.
