Mr. Morrissey currently serves as Tactical Medical Program Director for Alameda County Emergency Medical Services, where his responsibilities include oversight of tactical medical training and disaster preparedness. He has also served as Terrorism Preparedness Director, coordinating emergency management activities across mitigation, preparedness, response, and recovery. His experience includes work as a Medical and Health Operational Area Coordinator and liaison to regional intelligence and federal agencies.
From 1999 to 2018, he was a Senior Tactical Paramedic with the San Francisco FBI SWAT team, participating in operational deployments and training. He has also contributed as an instructor, facilitator, and evaluator for U.S. State Department and Department of Justice programs, developing and delivering large-scale training exercises related to mass casualty and high-threat incidents.
Mr. Morrissey has authored field guides and multiple publications on tactical medicine and active shooter response, and has delivered training in more than 20 countries.
