Since 2022, he has served as Executive Fire Investigation Consultant with Technifire Services Company, Inc., following more than 30 years as Fire Cause Analyst with Technifire Services Company, LLC. His work has focused on determining the origin, cause, and development of fires and explosions, conducting subrogation assessments, evaluating code compliance, and performing investigative interviews and follow-up analysis.

Before entering private consulting, Carter served with the City of Red Bank Fire Department from 1980 to 1991, ultimately holding the rank of Assistant Chief. In that role, he managed fire investigation operations, emergency response, fire and life safety code enforcement, incident command, and personnel development.

His professional credentials include Certified Fire Investigator (IAAI-CFI), Certified Fire & Explosion Investigator (CFEI), Certified Fire Protection Specialist, and motor vehicle fire investigation certification. He has also served as a facilitator for expert witness courtroom testimony and evidence collection programs.

Carter holds a Bachelor of Science in Business Administration from the University of Tennessee and continues active participation in professional associations and advanced fire investigation training.
