Jay Angoff, J.D. is an expert in insurance regulation and health policy with decades of high-level public and private sector experience. He earned his B.A. from Oberlin College in 1973 and his J.D. from Vanderbilt Law School in 1978. Mr. Angoff has served in key roles including New Jersey Deputy Insurance Commissioner and Missouri Insurance Commissioner, where he implemented competitive bidding reforms that significantly reduced health and workers' compensation costs.

He was also the Director of the Private Health Insurance Group at the Health Care Financing Administration (now CMS), and the first Director of Affordable Care Act (ACA) implementation at the U.S. Department of Health and Human Services. In that role, he oversaw critical ACA provisions such as the Medical Loss Ratio rule and the Patients' Bill of Rights.

Mr. Angoff has also worked in private law practice, with a focus on insurance-related litigation, and was most recently a partner at Mehri & Skalet, where he handled major insurance class action cases. His appellate victories, including St. Louis Effort for AIDS v. Huff and Corbin v. Allstate Corp., have set important legal precedents in health and auto insurance law.
