Expert Details
His career began in the Canadian Armed Forces, where he served from 1966 to 1993 in roles including Medical Associate Officer, Base Surgeon at CFB Valcartier, and Deputy Director for the medical department of the 1976 Olympic Games. He subsequently practiced as an emergency physician in Quebec hospitals until 1998 and later worked in family medicine.
From 1993 to 2004, Dr. Dow managed billing inspection and investigation at the Régie de l’assurance médicale. He then served as Medical Advisor on Road Safety at the Société de l’assurance automobile du Québec (2004–2019). Since 2019, he has worked as a consultant and researcher in traffic medicine.
Dr. Dow has authored numerous publications on medical fitness to drive, contributed to national and international guidelines, and served in advisory and editorial roles for organizations including the Canadian Medical Association and the Association for the Advancement of Automotive Medicine.
