James Campbell Cooper is a Professor of Law and Director of the Program on Economics & Privacy at the Antonin Scalia Law School, George Mason University. His teaching includes courses on economics for lawyers, consumer protection law, digital information policy, and economic foundations for LLM students. He has led educational programs on consumer protection and competition for judges, regulators, and attorney general staff.

From 2018 to 2019, he served as Deputy Director for Economic Analysis at the Federal Trade Commission’s Bureau of Consumer Protection, where he advised on matters of privacy, data security, deception, and remedies. Previously, he held multiple roles at the FTC, including Acting Director, Deputy Director, Assistant Director, and Attorney Advisor in the Office of Policy Planning. His responsibilities included competition and consumer protection advocacy, authorship of FTC reports, and engagement with state, federal, and international authorities.

Earlier in his career, Cooper practiced in the Antitrust Group at Crowell & Moring LLP, counseling clients on merger review and complex antitrust issues.

He holds a Ph.D. in Economics from Emory University, a J.D. magna cum laude from George Mason University School of Law, and a B.A. in International Relations from the University of South Carolina.
