As Sheriff, Mr. Billy managed a staff of over 200 sworn and civilian personnel with an annual budget exceeding $14 million. Under his leadership, the Licking County Sheriff’s Office became the first in Ohio—and tenth in the nation—to achieve the “Triple Crown Award” for simultaneous accreditation in law enforcement, corrections, and correctional health care.
Following his retirement in 2004, Mr. Billy served as Program Director for Criminal Justice at Central Ohio Technical College, overseeing curriculum development, police academy operations, and compliance with the Ohio Peace Officer Training Council. He has served as a consultant to the U.S. Department of Justice, National Institute of Corrections, Bureau of Indian Affairs, and multiple state agencies.
Mr. Billy holds a Master of Criminal Justice from the University of Alabama and is certified in correctional, law enforcement, and jail management disciplines.
