Since February 2006, Holguin has maintained a private practice in forensic and clinical psychology. He has consulted for both government and defense counsel and has consulted on more than 550 fully litigated general court-martials. His areas of expertise include alcohol-induced blackouts, alcohol and memory, memory suggestibility, child sexual abuse, false or coerced confessions, sex offender risk assessment, eyewitness memory, competency to stand trial, criminal responsibility, and the effects of drugs and alcohol on cognition, behavior, perception, memory, and decision-making.
His prior roles include Consulting Psychologist with the Laredo Police Department and NIX Health Care System, Supervising Psychologist with the U.S. Air Force, and Chief of Psychological Services at Kirtland Air Force Base. He is also fluent in Spanish.
