Everett K. Neely is a corrections expert with over 35 years of operational and administrative experience in correctional facility management. He currently serves as the Deputy Director of Operational Services for the Orange County Corrections Department in Orlando, Florida, where he oversees all jail operations. Prior to this role, he spent 30 years with the Broward Sheriff's Office, ultimately retiring as Director (Lt. Colonel) of the Department of Detention. In this capacity, he managed one of the largest local jail systems in the country, with a daily population of 4,500 inmates and over 1,600 staff.

Mr. Neely has been qualified as a consultant and expert witness in matters involving correctional practices, including use of force, intake procedures, cell searches, classification, and general facility operations. He operated American Correctional Consultants, LLC, auditing facilities for compliance with national standards through the American Correctional Association (ACA) and advising correctional institutions and attorneys.

His career includes extensive internal affairs experience, policy development in high-liability areas, and direct oversight of accreditation processes. He holds a bachelor's degree in Public Administration and has completed more than 3,000 hours of specialized corrections and law enforcement training. He is an active member of the ACA and has served in various leadership and advisory roles within accreditation and standards committees.
