Evan Parker Phelps

Evan Parker Phelps, J.D., is a distinguished attorney and expert in Food and Drug Law with a wealth of experience in regulatory law, litigation, and education. He earned his J.D. from George Mason University School of Law in 2001, graduating Cum Laude. Prior to this, he completed an M.A. in Management at Webster University and a B.A. in Political Science from Trinity University.

Mr. Phelps currently serves as a Partner at Amin Talati Wasserman, LLP in Washington, D.C., where he provides strategic legal counsel in the areas of food and drug law, regulatory compliance, and litigation. Previously, he was a Principal at Olsson, Frank, Weeda, Terman, Matz, P.C., a role he held from 2009 to 2020, and an Associate Attorney at the same firm from 2000 to 2008. Early in his career, he gained valuable experience as a Judicial Law Clerk at the D.C. Court of Appeals and interned at Hyman, Phelps, and McNamara, P.C.In addition to his legal practice, Mr. Phelps is a respected educator. He has served as an Adjunct Professor of Law at George Mason University School of Law, teaching Food and Drug Law since 2019. He also has a longstanding role as a primary instructor for the FDA’s CDRH Staff College, where he has taught “Introduction to FDA Law” for over a decade. Mr. Phelps has further demonstrated his expertise as a Judge for the Medical Technologies category of the Rice Business Plan Competition and as a faculty member for other industry-specific programs.
