Expert Details

Eldon Vail is a former corrections administrator with nearly 35 years of experience in managing adult and juvenile institutions. Before becoming an administrator, Vail held various line and supervisory positions in several prisons and juvenile facilities in Washington, including roles as a Juvenile Parole Officer and pre-release supervisor.

 

He served as Superintendent (warden) at three adult institutions, including two with maximum-security inmates. Vail also spent seven years as the Deputy Secretary for the Washington State Department of Corrections (WDOC), overseeing prisons and community corrections.

 

After a brief retirement, he was asked by former Washington Governor Chris Gregoire to return to service as the Secretary of the Department of Corrections in 2007, a role he held for four years until his retirement in 2011.

 

Since then, Vail has worked as an expert witness and correctional consultant in ten different states.

 

Throughout his career, he has dealt with various disturbances and riots, such as the 1992 riot at McNeil Island Corrections Center, which resulted in the death of a prisoner and the loss of control of a 400-bed minimum-security unit for nearly 12 hours.
