Edward Thomas Flosi, M.S. is a highly experienced expert in emergency services administration, criminal justice, and law enforcement training. He holds a Master of Science degree in Emergency Services Administration (with Honors) from California State University, Long Beach in 2009, and a Bachelor of Science in Criminal Justice Administration from San Jose State University in 1987. His diverse educational background is further complemented by an Associate’s degree in Business/Accounting from De Anza College in 1982.
With a career spanning several decades, Mr. Flosi has held a variety of roles in law enforcement, training, and consultancy. He is currently the President of Justitia Consulting, Inc., a position he has held since 2021. In addition, Mr. Flosi serves as an adjunct instructor in the Administration of Justice Departments at both Fullerton College and El Camino College, teaching courses related to law enforcement and criminal justice. Throughout his career, Mr. Flosi has contributed significantly to the development of law enforcement personnel, working as a law enforcement instructor for the South Bay Regional Public Safety Training Consortium and serving as the Principal Instructor and CEO of PROELIA Defense and Arrest Tactics, LLC. He has also worked as a consultant and trainer for ShotSpotter, Inc., and as a Reserve Deputy Sheriff for San Benito County Sheriff’s Office.
