Expert Details

David Hoffman is the Steed Family Professor of the Practice of Cybersecurity Policy at Duke University and Senior Lecturing Fellow at Duke University School of Law. He is affiliated with the Duke Initiative for Science and Society, The Kenan Institute of Ethics, and The Margolis Center for Health Policy. His academic work focuses on cybersecurity, data protection law, privacy governance, and technology policy.

Mr. Hoffman previously served for more than two decades at Intel Corporation, including as Associate General Counsel and Global Privacy Officer. During his tenure, he created and led Intel’s privacy compliance team for 15 years, conducted the analysis to establish the company’s Information Security organization, and advised business units on policy development, product counseling, regulatory compliance, transactions, litigation, and information security incidents. Earlier in his career, he was Corporate Counsel at Procter & Gamble.

He has advised the U.S. Department of Homeland Security and the National Security Agency on privacy governance and has served on multiple federal advisory committees. Mr. Hoffman has provided congressional testimony on privacy and encryption issues and has published on cybersecurity, data protection, and health data policy. He holds a J.D. from Duke University School of Law and is admitted to practice in the District of Columbia.
