Dr. Rylant has been retained in more than 235 matters and has provided testimony in both state and federal courts involving police use of force, civilian self-defense, strangulation, de-escalation, and human factors such as memory, attention, perception, reaction time, and decision making under stress. He is a Certified Force Science Analyst and Advanced Force Science Specialist, and has been designated by California P.O.S.T. as a use-of-force subject matter expert.
Since 2014, Dr. Rylant has worked as a self-employed trainer, consultant, and expert witness. Prior to that, he served as a detective, S.W.A.T. member, field training officer, and arrest and control instructor with the Santa Maria and Lompoc Police Departments. He has also taught at Allan Hancock College and trained law enforcement officers in firearms, defensive tactics, de-escalation, and use-of-force instruction.
