Mr. Billy Don Russell Jr., P.E., Ph.D., M.S., B.S. is a Registered Professional Engineer and an expert witness from Texas. He has an active registered practitioner’s license from the state of Texas. He completed his undergraduate training from the A&M University of Texas where he obtained a B.S. and M.S. in Electrical Engineering in 1970 and 1971 respectively.
