Expert Details

Arthur Wallenstein has more than four decades of experience in adult corrections, serving in senior leadership roles across multiple jurisdictions. From 1999 until his retirement in 2015, he was the Director/Warden of the Montgomery County Department of Correction and Rehabilitation in Maryland. In that position, he managed a system that included two maximum-security jails, a prerelease and reentry center, and a pretrial services program. Under his leadership, the department maintained 100 percent accreditation from the American Correctional Association, the National Commission on Correctional Health Care, and the Correctional Education Association, and achieved full PREA compliance in 2015.

Before working in Montgomery County, he served as Director/Warden of the King County Department of Adult Detention in Seattle, overseeing two major detention centers, community-based programs, and a large multidisciplinary workforce. His earlier experience includes serving as Director/Warden of the Bucks County Department of Corrections in Pennsylvania and holding progressively responsible positions in the Illinois Department of Corrections and Philadelphia correctional agencies.

He has held long-term adjunct and visiting faculty appointments at institutions including the University of Maryland Global Campus, Montgomery College, Temple University, and the University of Washington. His background also includes international field research and consulting, along with expert witness work in correctional management and operational practices.
