Anita Lockhart

Dr. Anita Lockhart, DDS, is a dentist with extensive experience in correctional healthcare, dental program administration, quality management, and clinical policy development. She has served with the Federal Bureau of Prisons (BOP) since 1990 and currently holds the position of Clinical Specialty Consultant/Dental Officer in the Office of the Chief Dentist. In this role, she provides national guidance on dental services, clinical standards, quality assurance, risk management, staffing, policy development, and program oversight for correctional dental care.

Throughout her career, Dr. Lockhart has participated in the development and implementation of national dental policies, clinical practice guidelines, performance measures, and quality improvement initiatives. She has conducted peer reviews, clinical audits, and assessments of correctional dental programs, while also providing clinical evaluations and recommendations in legal and risk management matters. Her work has included oversight of dental contracting, continuing education, electronic health record initiatives, and accreditation compliance.

Before her current position, Dr. Lockhart held several leadership and analytical roles within the Federal Bureau of Prisons, including Clinical Specialty Consultant in the Office of Quality Management, Chief of the Systems Analysis Branch, and Management Analyst. She also practiced clinical dentistry in correctional facilities and private practice.

Dr. Lockhart earned her Doctor of Dental Surgery from the University of Maryland and completed a General Practice Hospital Residency at Johns Hopkins Hospital. She holds an active Maryland dental license and previously served as a voting member of the United States Public Health Service Dental Professional Advisory Committee.
