Expert Details
Cooley was the co-founder and vice president of Solstice from 2011 through 2023, one of the first cannabis brands established in Washington following legalization. He also previously served as co-founder and supply chain director for Conscious Care Cooperative and as co-founder and chief production officer for Green Power Consulting.
His work has focused extensively on cannabis legislative and regulatory policy. Cooley has participated in the drafting and passage of cannabis laws at the local, state, and international levels and was involved in the development of regulations for the Washington State Liquor and Cannabis Board following Initiative 502.
Since 2016, Cooley has served as an expert witness in both criminal defense and commercial litigation matters involving cannabis law, policy, and regulation. He has been retained in matters before courts in Kentucky and Washington. He earned degrees in Elementary Education and Early Childhood Development from Central Washington University in 2009.
