In this role, he advises city leadership, manages procurements, negotiates tenant agreements, and supervises a staff of 92 employees.

Prior to this position, he was the Management Services Administrator for the City of Norfolk, assisting with division leadership, capital projects, contract management, and operational oversight. His earlier private-sector experience includes serving as General Manager for LAZ Parking in both Florida and the Mid-Atlantic regions, managing up to 70 locations and 350 employees across multiple states.

From 2003 to 2006, he managed parking operations for the Washington Metropolitan Area Transit Authority, directing 56,000 parking spaces that generated more than $54 million annually. He also held progressively senior positions at the University of Maryland’s Department of Transportation Services, where he oversaw campus parking, transit, and facilities management.

Mr. Stoner holds a B.S. in Business Administration from the University of Maryland University College, with a concentration in Personnel and Labor Relations.
